in a parliamentary system, one government rules everything. one party rules everything. you have the prime minister, you have the speaker, and the leader. all in one party. and then it you do not compromise -- you put that out there and you get your program through. if there is a lack of confidence the people can change parties. the next party comes in and does what it wants. that is not what we do here. sometimes i wish it was the form of government we have because at least there would be some action and you would now. you would not have some uncertainty -- each party has its dreams and hopes and plans. they would have to change to get this policy through. we have to meet each other halfway. the house is run by the republicans. is -- the senate is run by the democrats but is not a super majority. the president is a democrat. we have to work together. that is the name of the game. if we can do it on the highway bill -- if they can do it on the farm bill, i now, and there are other examples -- i could give examples of senator feinstein and her republican counterparts. i c
